Expand employment, self-employment and livelihood opportunities

What does this status mean?
Implementation is progressing towards the commitment.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Our strategic focus on sectors like manufacturing, services, rural industry, infrastructure, tourism, and skill development, coupled with support through credit facilities via Svanidhi and Mudra, has greatly expanded livelihood prospects. We are committed to increase employment, self-employment, and the enhancement of livelihood opportunities for our citizens.”
Our Assessment
Since 2024, employment incentives, skilling and livelihood credit have reached workers and small businesses. Yet the 2025 employment rate was broadly unchanged from 2024, and loans or training places do not equal jobs. Continuing implementation supports On Track, while its overall employment impact remains uncertain.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why on track?
The commitment is open-ended. PM-VBRY incentives have been paid, and Mudra, SVANidhi and skilling programmes are reaching beneficiaries after the 2024 election. This is measurable continuing implementation. National employment gains are modest and cannot be attributed to these schemes, so the promise is On Track rather than fulfilled.
02 · Strength of evidence
Why medium confidence?
Official scheme disbursement and PLFS figures provide credible evidence of implementation and labour-market outcomes. Confidence is medium because PLFS found the 2025 employment rate broadly flat against 2024, PMKVY 4.0 does not routinely report placements, and credit or EPFO enrolment cannot by itself establish net durable jobs or better livelihoods.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Comparable post-2024 employment, earnings, working-hours and job-quality trends by age, gender and sector
- PM-VBRY additional hires retained after incentives end, separated from EPFO formalisation and re-entries
- PMKVY 4.0 placement and earnings outcomes, plus Mudra and SVANidhi enterprise income and employment outcomes
Status describes delivery. Confidence describes the evidence.

Promise Timeline
The PLFS September 2026 monthly bulletin recorded an overall worker-population ratio of 52.7%, up 0.3 percentage points from September 2025 using the comparable monthly series. The change is modest and does not isolate the effect of any single scheme.
View sourceIn the first year after PM SVANidhi's restructuring, the government reported 21.86 lakh loans disbursed to 10.56 lakh new street-vendor beneficiaries, totalling ₹6,294 crore. The data show livelihood credit delivery rather than a measured increase in employment.
View sourceThe Ministry of Labour and Employment reported disbursing about ₹2,400 crore in PM-VBRY incentives and said more than 15 lakh beneficiaries had received employment-linked support. This is actual implementation, though the figure is not a net-jobs estimate.
View sourceFinance Ministry figures showed 5.47 crore Mudra loans sanctioned in FY2024–25 worth ₹5.53 lakh crore, and 4.49 crore loans worth ₹5.65 lakh crore sanctioned in FY2025–26 through 27 March. These are credit volumes, not verified jobs created.
View sourceThe PLFS 2025 annual report found the 15+ worker-population ratio at 57.4%, broadly unchanged from 2024. The regular wage/salaried share rose from 22.4% to 23.6%, while the self-employed share declined from 57.5% to 56.2%.
View sourceA parliamentary reply reported 17.33 lakh candidates trained in PMKVY short-term training during FY2024–25. It also stated that placements were not tracked under PMKVY 4.0, limiting what the training total proves about jobs.
View sourceThe Pradhan Mantri Viksit Bharat Rojgar Yojana (PM-VBRY) began implementation, offering incentives for first-time formal workers and additional hiring by eligible employers.
View sourceThe Union Budget announced employment-linked incentives for first-time workers and employers, alongside a new skilling package. These were proposals at this stage; later rollout is assessed separately.
