Our Assessment

Stalled. To reserve jobs for locals, the Cabinet cleared the Karnataka State Employment of Local Candidates in Industries, Factories and Other Establishments Bill, 2024 (mandating 50 percent of management and around 70-75 percent of non-management posts for locals). After strong industry backlash, the Chief Minister put the bill on hold in July 2024, to be revisited - it was not enacted or implemented. Concrete legislative action initiated, then paused.
