Shakti: free bus travel for women

Fulfilled. Launched 11 June 2023 as the first of the five guarantees; provides free travel for women and transgender residents on non-AC, non-premium state-run buses (KSRTC, BMTC, NWKRTC, KKRTC). Operational statewide and heavily used - the government reported about 226.53 crore women passengers in 2024-25 at a cost of roughly Rs 5,015 crore, with about Rs 5,300 crore allocated for 2025-26 and cumulative spending of about Rs 9,982 crore reported in a written reply in the Assembly.
