On track. The government has abolished the contractor system for municipal sanitation workers and moved to direct payment, and has been regularising pourakarmikas into permanent (Group D) service in large numbers across the state - well beyond the 25,000 figure in the promise, with BBMP alone absorbing over 12,600 sweepers. Regularisation of the remaining categories (notably garbage-truck drivers and cleaners) is being done in phases. Substantial, active delivery; completion ongoing.
