The government enacted a platform-based gig workers' law - via the Karnataka Platform-based Gig Workers (Social Security and Welfare) Ordinance 2025 (Governor’s assent May 2025), later put on a statutory footing - establishing a Welfare Board and a Welfare Fund and levying a per-transaction welfare cess on aggregators such as Swiggy, Zomato, Ola and Uber. The board (the core promise) is established; the funding model is a cess rather than the promised Rs 3,000 crore state seed grant, and operationalisation (registration, cess collection, benefit disbursal) is ramping up.
