Partial. The promise was to raise interest-free soft loans to farmers from Rs 3 lakh to Rs 10 lakh, with 3 percent interest up to Rs 15 lakh and reimbursement of the differential. The interest-free short-term crop loan ceiling was raised to Rs 5 lakh (effective April 2023) - half the promised Rs 10 lakh - and a 3 percent tier up to Rs 15 lakh has been reported in budget announcements. The headline Rs 10 lakh zero-interest target has not been reached.
