Original manifesto wording
“More than 5,000 teacher posts are vacant in schools at all levels; these will be filled on priority.”
Our Assessment
Reviewed 12 October 2026. Contemporary reporting of the Congress 2022 manifesto says over 5,000 teacher vacancies across school levels would be filled on priority. This English wording is a translation of that report; the original party manifesto PDF and page are still needed to confirm it directly. Actual teacher joins support partial delivery. In July 2026 the Education Minister reported that 292 temporary English teachers and 284 temporary mathematics teachers had joined government CBSE schools. He also said recruitment was underway for 3,468 teaching positions, including 2,668 regular posts referred to the selection commission and 800 temporary language and mathematics roles. The joined teachers appear within the temporary cohort; these figures cannot be added together. On 10 October the Cabinet approved recruitment for 100 additional CBSE-affiliated government schools: 3,900 teaching posts and 900 non-teaching posts under a new scheme. The 900 non-teaching posts are outside this teacher promise. The 3,900 teaching approvals are prospective, and overlap with the previously reported recruitment pipeline has not been ruled out. They cannot be counted as teachers appointed or added to the July pipeline. Partially Done reflects verified teacher joins and active recruitment, with the larger original vacancy commitment still unverified. No progress bar is used: the manifesto target is more than 5,000 vacancies, and records do not yet establish how many of those specific vacancies were filled. Confidence is medium for the observed recruitment but limited by the missing original PDF and vacancy reconciliation.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
The Education Minister reported 576 temporary teachers had joined CBSE government schools by July 2026, and recruitment for other posts was underway. This is meaningful delivery, but the number of original teacher vacancies filled against the more-than-5,000 commitment is unknown. The new 3,900 teaching-post approval is a future recruitment step, so the promise is Partially Done.
The 900 non-teaching posts do not count toward teacher vacancies. Previously reported recruitment and the new 3,900 approvals may overlap; neither is added to the 576 reported joins.
02 · Strength of evidence
Why medium confidence?
The 2022 commitment is corroborated by contemporaneous newspaper coverage, and the July joining numbers come from the Education Minister. The original party manifesto PDF and a vacancy-by-vacancy appointment register were not located. Reported joins cannot yet be mapped exactly to the promised vacancies, so confidence is medium.

Promise Timeline
Cabinet approved recruitment of 3,900 teaching and 900 non-teaching staff for 100 additional CBSE-affiliated government schools. This records an approval, not appointments. The 900 non-teaching posts are outside the teacher target, and overlap with existing recruitment plans is unresolved.
