Our Assessment

Vanbandhu 2.0 is active, with substantial budget provisions and delivered tribal benefits. The Governor's February 2026 address reports ₹22,025.81 crore provided in 2024–25 and ₹30,120.96 crore in 2025–26. The 2025–26 budget speech describes cumulative allocations approaching ₹1 lakh crore over a window beginning in 2021–22, before this manifesto. Allocation is not actual spending, and no audited post-election expenditure ledger reconciles the promised ₹1 lakh crore. Housing, nutrition, school modernisation, PHCs, village roads/drainage and small bridges are also assessed separately as the package's distinct components. Their full numerical and universal endpoints remain unverified. The financial and development package remains Partially Done; the expenditure numerator is unknown, so no completion percentage is shown.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Budgeted resources and beneficiary services establish implementation, but neither actual ₹1-lakh-crore spending during the relevant period nor all six physical and social endpoints have been established.

State budget provisions and delivered tribal benefits show the programme is active. The ₹1 lakh-crore allocation window began in 2021–22, before this manifesto; a cumulative post-election actual-expenditure ledger was not verified. Do not equate allocations with spending or combine unrelated Union schemes.

02 · Strength of evidence

Why medium confidence?

Official state records establish provisions and some beneficiary delivery, but do not provide a comparable audited expenditure total against this manifesto pledge.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Year-wise actual Vanbandhu 2.0 expenditure from 2022–23 onward, with the 2021–22 baseline separated
  • An audited reconciliation of expenditure against the manifesto's ₹1 lakh-crore pledge
  • Physical outcomes for the named housing, school, PHC, road and nutrition components
