“We will initiate the Mukhyamantri Sharanarthi Yojana for the welfare of refugees who get citizenship under the Citizenship Amendment Act in Gujarat. Under this, we will: Ensure DBT of ₹10,000 per year to each refugee family for 5 years after acquiring citizenship; Enable a single-window clearance to get documents such as Aadhaar card, Ration card and Voter ID card; Provide subsidised loans to start their own business; Provide scholarships to school and college students.”

That establishes an eligible population, not delivery of this welfare package.
