Original manifesto wording

“We will give new boats to boat owners whose boats get caught in Pakistan, to sustain their livelihood.”

Our Assessment

Seizure remains a material livelihood problem: a December 2024 parliamentary reply said 1,173 Indian fishing boats were held by Pakistan. Gujarat’s 2025–26 fisheries scheme summary records general boat and engine subsidies and ₹300-per-day support to families of fishermen in Pakistani custody. Those measures do not establish that owners of seized boats received new replacement boats. I could not verify a targeted replacement scheme, eligibility rules, procurement or deliveries, so this specific promise is Pending.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

The government documents establish both the seizure problem and related family-support and general boat-subsidy schemes. They do not identify a new-boat replacement benefit tied to Pakistani seizure or any boats delivered to affected owners.

Support for detained fishermen’s families and ordinary boat-purchase subsidies are distinct from a replacement boat for an owner whose boat was seized.

02 · Strength of evidence

Why low confidence?

The cited parliamentary reply and government scheme summary are direct official sources. Confidence remains low because no comprehensive state scheme register or beneficiary-level replacement record was found.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Gujarat scheme order defining replacement-boat eligibility after seizure by Pakistan
  • Number of affected owners who received new boats, with delivery dates
  • Expenditure, vessel specifications and current application process
