What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will make a Master Plan for Palitana, in line with the development of Ambaji and Dwarka, and develop it as an important location on the Jain tourism map.”
Our Assessment
Palitana was included among 55 Gujarat towns entering GIS-based development-plan preparation in July 2026. This is a relevant planning step, but a general urban plan is not automatically the promised Jain-tourism master plan. The reviewed evidence did not establish an approved pilgrimage-focused plan, funded works or completed tourism improvements matching the Ambaji–Dwarka development model.
