Our Assessment

Gujarat has delivered additional modern bus ports through public-private partnerships since the 2022 election. The Amreli bus port opened in September 2024, and the Navsari bus port opened in November 2025. Reporting on the Navsari inauguration identified it as the 13th of 15 PPP bus ports planned by the government. These are operational facilities and count as substantive delivery even if the programme name differs. However, a 15-port programme does not establish a modern PPP bus port in every district, and we could not verify a district-by-district completion list covering the full commitment. The promise is therefore Partially Done.
