Our Assessment

A dedicated metro connection to Ahmedabad’s airport has advanced beyond a general proposal. GMRC awarded airport-line geotechnical investigation to KCT Consultancy on 27 February 2026 and detailed design work to SYSTRA on 3 March 2026. The Union Cabinet approved Phase 2A on 10 June 2026: a 6.032-km corridor from Koteshwar Road to the airport with five stations, including an underground airport station, at an estimated completion cost of ₹2,169.04 crore. GMRC subsequently invited civil works for the elevated and underground sections in August 2026. These are meaningful procurement and project-development steps toward the promised airport rail access. The line has not been verified as completed or open to passengers, and the published project does not yet establish a separate high-speed express operating pattern. The promise is therefore Partially Done. The actual airport-link project receives credit even though it is called Phase 2A rather than Airport Express.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Awarded investigation and design contracts and subsequent civil procurement show substantive preparation for the airport link. The central deliverable—an operational metro connection serving airport passengers—remains unfinished.

02 · Strength of evidence

Why high confidence?

The Union Cabinet’s sanction, GMRC’s official contract-award register and civil tender, and the appointed designer’s announcement consistently document the airport corridor and its preparatory implementation. This supports high confidence in a partial verdict without implying that trains already serve the airport.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Award and mobilisation of the main civil works contract, with verified physical construction progress
  • Completion, safety certification and the date airport passenger services begin
  • Published service plans showing travel time, frequency and whether express operation is provided

Status describes delivery. Confidence describes the evidence.
