Expand Mission Mangalam 2.0 with a ₹2,500-crore SHG corpus

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will expand the scope of Mission Mangalam 2.0 by providing a corpus of ₹2,500 crore. Under this, we will: • Double the number of Sakhi Mandals in the state • Distribute SHG Credit Cards, enabling SHGs to get interest-free loans of up to ₹1 lakh in the state • Open 250 Mission Mangalam shops across the state to sell products crafted by SHGs • Facilitate international travel for SHG members to gain experience and training in running micro-enterprises • Incentivise mothers and sisters by allocating at least 40% of Fair Price Shops to SHGs”
Our Assessment
Mission Mangalam has concrete delivery: new SHGs, revolving/community investment support, bank credit and 136 matching retail outlets inaugurated in October 2026. These activities count toward the intended expansion under equivalent programmes. The reviewed records do not establish the promised ₹2,500-crore corpus or complete delivery of all five subcommitments. Annual subsidy allocations, cumulative bank lending and other programme budgets are not added together as a corpus. The subcommitments are separately tracked so progress in retail outlets does not imply overseas training, credit-card issuance or the 40% Fair Price Shop share.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Substantive SHG expansion is documented, while the ₹2,500-crore corpus and full component coverage remain unverified.
02 · Strength of evidence
Why medium confidence?
Official GLPC material shows ongoing SHG support and a state budget document gives related provisions, but a fund-specific ₹2,500-crore ledger and delivery totals are missing.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Government order establishing the ₹2,500-crore Mission Mangalam 2.0 corpus
- Year-wise corpus deposits, expenditure and SHG beneficiaries
- Evidence of expanded services beyond the pre-2022 Mission Mangalam baseline
Status describes delivery. Confidence describes the evidence.

Promise Timeline
About 136 Sakhi Mandal Gram Haats were inaugurated at bus stations; this is retail-delivery progress, not evidence of a ₹2,500-crore corpus.
View sourceThe 2026–27 state budget included ₹47 crore for Mission Mangalam interest subsidies and Lakhpati Didi incentives, plus SHG marketing provisions. It did not establish the full ₹2,500-crore corpus in the reviewed material.
