Fund lower-court infrastructure, capacity and amenities
Bharatiya Janata Party · Gujarat Legislative Assembly Election 2022

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will create a special fund to improve the judicial infrastructure at the lower court levels. Under this, we will: Add new court complexes and upgrade existing court buildings; Reduce pendency by increasing fast track courts, commercial courts, family courts and Lok Adalats; Ensure state-of-the-art amenities such as smart libraries and chambers for lawyers and employees”
Our Assessment
Lower-court infrastructure has received relevant funding and physical delivery. Union judicial-infrastructure records document financial assistance to Gujarat, and the February 2026 Assembly address reports newly inaugurated taluka court buildings at Kalol (Panchmahal), Prantij, Sanand and Uchchal. Delivery through existing funding arrangements counts toward the infrastructure objective even if the fund has a different name. These records do not establish a consolidated special fund covering the entire manifesto package, an increase in every specified category of court, a verified reduction in pendency, or delivery of the promised smart libraries and chambers. New buildings alone cannot demonstrate faster case disposal. The combined promise is Partially Done with medium confidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Funded and completed court-building work delivers part of the package. Capacity expansion, reduced pendency and the full amenities scope remain unverified.
02 · Strength of evidence
Why medium confidence?
Official Union financial records and the state legislative address establish relevant funding and physical delivery. A unified fund account and comparable court-capacity, pendency and amenity records are missing.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A dedicated or equivalent funding framework with allocations, releases and expenditure
- Post-2022 completions and capacity additions by court type
- Comparable pendency and disposal data accounting for incoming cases
- Commissioning and use records for smart libraries and lawyer or employee chambers
Status describes delivery. Confidence describes the evidence.

Promise Timeline
The Governor reported inauguration of new taluka court buildings at Kalol (Panchmahal), Prantij, Sanand and Uchchal. Building delivery does not by itself prove reduced case pendency.
