Our Assessment
No operational additional regional bench of the Gujarat High Court was verified. In February 2026 the Union Law Ministry told Parliament that no complete proposal to establish a Surat bench was pending with it; the accompanying country-wide bench annexure did not list a Gujarat regional bench. The High Court's Ahmedabad sittings and temporary special or additional judicial benches there are not new regional seats providing the promised geographical access. The government term remains active, so the promise is Pending. The official parliamentary position gives high confidence in the absence of verified delivery, while a later complete proposal or notification would require reassessment.
