What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will set up a ₹20,000 crore Keshubhai Patel Gram Unnati Kosh under Amrut Village Campaign. Under this, we will: Connect every village with an all-weather pucca road; Enhance the drainage system of rural Gujarat by constructing a 100% pucca drainage system in the villages; Construct bus stops where the village road connects to a highway; Construct common and multi-purpose Community Recreation cum Development Centres for every Gram Panchayat, for group activities, social support and organising community events; Aim to make Gujarat the first state in the country to achieve universal Broadband and Wi-Fi connectivity across rural areas of Gujarat.”
Our Assessment
Implementation relevant to the promised village-development package is visible through continuing rural-road, sanitation and digital-connectivity programmes. Official records document completed PMGSY road works after the 2022 election, rural drainage and greywater assets, and operating Rural Wi-Fi at more than 7,685 Gram Panchayat offices. The Atalwadi community-centre programme has also reached village-specific construction procurement, although completed centres have not been verified. Delivery under different programme names receives credit. However, the reviewed records do not establish a ₹20,000-crore fund or equivalent consolidated allocation and expenditure account for this package. Nor do they establish universal delivery of all five components, including village-highway bus stops. The promise is Partially Done: relevant services and infrastructure are being delivered, while the financial commitment and full scope remain unverified.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Completed road works, sanitation infrastructure and operating rural Wi-Fi show meaningful implementation of parts of the package. Community centres have reached site-specific procurement. The ₹20,000-crore financial commitment and universal coverage of the five components have not been verified.
The five component entries allow their delivery to be examined separately. Their activity and departmental budgets are not added together as verified spending under the ₹20,000-crore commitment.
02 · Strength of evidence
Why medium confidence?
Government and parliamentary records establish relevant physical activity. Confidence is medium because they do not reconcile the promised package, its ₹20,000-crore commitment and each component's coverage in one auditable account.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A notification or equivalent programme framework specifying the village-development package and its funding
- An allocation, release and actual-expenditure ledger against the ₹20,000-crore commitment, excluding unrelated departmental spending and double counting
- Village-wise completion and functionality records for roads, pucca drainage, highway-junction bus stops and community recreation centres
- Village-wise service records demonstrating functioning broadband and public Wi-Fi, with a comparison against the 2022 baseline
Status describes delivery. Confidence describes the evidence.

Promise Timeline
Published village-specific Atalwadi construction procurement included a multipurpose facility at Paliyad, Botad. Procurement contributes to the community-centre component, while completed operation remains unverified.
View sourceGujarat's reported SBM(G) community assets included 37,369 drainage facilities and 4,816 greywater management systems as of 7 August 2026. These cumulative asset counts do not identify a separate Gram Unnati fund or a post-election expenditure total.
View sourceA Lok Sabha reply documented PMGSY road completion in Gujarat during each year since 2023–24, confirming continued rural-road delivery after the 2022 election. It does not establish the ₹20,000-crore village fund or universal village connectivity.
View sourceThe Governor's address reported operational Rural Wi-Fi at more than 7,685 Gram Panchayat offices in 22 districts. This establishes a delivered component of the village-development objective, not universal broadband and Wi-Fi coverage.
View sourceA parliamentary reply reported drainage facilities in 16,018 of 17,973 Gujarat villages (89.12%), while explicitly saying the monitoring system does not distinguish pucca from kutcha or other drain types. This is relevant service evidence, not verification of the promised 100% pucca-drainage target.
