What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Construct common and multi-purpose Community Recreation cum Development Centres for every Gram Panchayat, for group activities, social support and organising community events”
Our Assessment
Gujarat has begun a directly relevant rural community-centre programme under the Atalwadi name. Official state information published in June 2026 describes multipurpose village facilities for social, cultural and public events, with a hall, kitchen, separate toilets and water provision, and a capacity of around 500 people. The programme has a stated ₹60-crore budget and eligibility for villages with a population of 2,000 or more. Published September–October 2026 construction tender records identify proposed Atalwadi facilities at villages including Paliyad in Botad and Vadi Buhari in Tapi. This procurement is meaningful action toward the promised facilities. However, tenders do not establish completed or operational centres, the eligibility condition is narrower than every Gram Panchayat, and a statewide inventory of completed public centres is unavailable in the reviewed records. Delivery under another scheme name counts, but universal coverage has not been demonstrated. The promise is Partially Done, with medium confidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
The Atalwadi programme and village-specific civil procurement address the promised multipurpose facilities. Completed and operational coverage of every Gram Panchayat remains unverified, and the programme's population threshold leaves a scope gap.
02 · Strength of evidence
Why medium confidence?
Official Gujarat Information material establishes the programme's intended use and eligibility. Tender records provide specific procurement evidence, but the available notices are mirrored by tender aggregators and no statewide completion inventory or award-to-operation trail was verified.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- A Gram Panchayat-wise inventory of completed and operational multipurpose public community centres
- Atalwadi contract awards, construction progress, completion certificates and opening dates
- Evidence of public access, regular community use and maintenance arrangements
- The delivery plan for Gram Panchayats in villages below the Atalwadi population threshold
Status describes delivery. Confidence describes the evidence.
