Our Assessment

We could not verify a post-election rollout placing 50% of GSRTC’s bus fleet on LNG or hydrogen. The identifiable GSRTC LNG pilot consisted of three converted buses that began operating in September 2022, before this manifesto and election. GSRTC’s published September 2025 fleet total was about 8,229 buses, but it did not provide a current fuel-wise breakdown establishing the LNG and hydrogen share. National hydrogen-vehicle pilots include routes in Gujarat, but the July 2026 parliamentary record does not establish that these vehicles are part of GSRTC’s fleet. Electric or CNG buses cannot be counted as LNG or hydrogen delivery. The term remains active, so the assessment is Pending with Low confidence.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why pending?

Available records do not verify meaningful post-election implementation within the specifically promised GSRTC LNG/hydrogen fleet. The known three-bus LNG pilot predates the election.

02 · Strength of evidence

Why low confidence?

The manifesto is clear, but current GSRTC fuel-wise operational fleet data are missing. National hydrogen pilots and electric-bus additions cannot establish the promised fleet share.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • GSRTC’s current operational fleet by fuel type, with LNG and hydrogen counted separately
  • Post-December 2022 LNG/hydrogen procurement, conversion and commissioning records
  • Route operation and refuelling records showing sustained passenger service
