Surat's municipal Performing Art Centre offers an auditorium, music, dance, recording and visual-arts rooms, demonstrating relevant services in one named city. That existing facility does not establish four newly created centres under this pledge. The reviewed material did not verify a complete Ahmedabad–Surat–Vadodara–Rajkot network or its post-2022 expansion. Equivalent facilities would count regardless of their name if scope and delivery matched.
