Our Assessment

There is implementation toward expanding Gujarat’s ferry and Ro-Pax network, but operational services at the promised new destinations remain unverified. A February 2026 parliamentary project ledger records the ₹90.49-crore Ro-Ro/Ro-Pax facility at Mul Dwarka as under implementation, with a December 2026 completion target. The facility was sanctioned before the 2022 election, so its approval alone is treated as baseline; its continuing construction is the relevant current-term evidence. The same ledger records Ghogha channel improvements completed in November 2023, strengthening an existing route. The August 2025 National Shipping Board record describes potential Pipavav passenger services as still being planned. We could not establish sustained new passenger services covering Pipavav, Mul Dwarka and Mundra. The promise is therefore Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Current implementation at Mul Dwarka and completed improvements to the existing network show meaningful action, but the named new ferry destinations have not been verified as operating sustained passenger services.

02 · Strength of evidence

Why medium confidence?

Parliamentary project records support construction and completed channel works. Confidence is medium because recent operating schedules, route openings and passenger data for the named destinations are missing.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • Commissioning and passenger-service opening records for Mul Dwarka’s Ro-Pax facility
  • Current operators, timetables and actual passenger and vehicle traffic for Pipavav, Mul Dwarka and Mundra
  • Updated construction progress and route viability records for unfinished destinations

Status describes delivery. Confidence describes the evidence.
