Our Assessment

Gujarat continues to build and upgrade rural roads after the 2022 election. The Ministry of Rural Development's July 2026 reply records 619 km completed under PMGSY in 2023–24, 192 km in 2024–25, 36 km in 2025–26 and 9 km in 2026–27 up to 16 July. The state government's 2026 Assembly address also reports an extensive continuing Mukhya Mantri Gram Sadak Yojana programme. However, road kilometres and PMGSY-eligible habitations are not the same as the manifesto's every-village target. The records reviewed do not reconcile all Gujarat villages, their existing all-weather links and the remaining unconnected villages. Meaningful construction is verified, but universal coverage is not; the promise is assessed as Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Physical rural-road works have been completed after the election, with additional works continuing. The promise has a universal endpoint, and a village-by-village reconciliation confirming that every village has an all-weather pucca connection is still missing.

Road kilometres, upgraded routes and PMGSY-eligible habitations cannot be converted into a percentage of all Gujarat villages connected.

02 · Strength of evidence

Why medium confidence?

Official parliamentary tables and the state Assembly record establish completed rural-road works. Confidence is medium because completed kilometres can include upgrades, and the records do not identify all villages newly connected since 2022 or reconcile the remaining universal-coverage gap.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A complete village-wise list showing all-weather pucca road connectivity and functionality
  • The 2022 connectivity baseline and a list of villages newly connected during the current term
  • An updated inventory of unconnected villages, including small habitations outside PMGSY eligibility thresholds
  • Road completion and quality or maintenance certificates for newly provided links

Status describes delivery. Confidence describes the evidence.

Promise Timeline

21 Jul 2026

Parliament was informed that Gujarat completed 619 km of PMGSY road works in FY2023–24, 192 km in FY2024–25, 36 km in FY2025–26 and 9 km in FY2026–27 up to 16 July. These annual works provide evidence of post-election implementation, but can include upgrades rather than only newly connected villages.

The same reply recorded a cumulative 15,458 km completed and 3,047 habitations connected under PMGSY since inception. These totals include work before the 2022 election and cannot be read as current-term delivery or as every Gujarat village being connected.
