Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Operationalise Gujarat’s first Light Rail project between Ahmedabad and Dholera Special Investment Region.”
Our Assessment
The Ahmedabad–Dholera passenger-rail objective has advanced through a different railway technology from the manifesto’s light-rail wording. On 13 May 2026 the Union Cabinet approved the Ahmedabad (Sarkhej)–Dholera semi-high-speed double-line project, about 134 km including connections toward Dholera SIR, the airport and Lothal, with an estimated cost of ₹20,667 crore and a 2030–31 completion horizon. Western Railway subsequently invited an approximately ₹18,901.68-crore EPC package; September reporting described a completed pre-bid meeting but expected construction only after a later contract award. An October 2026 railway gazette initiated land-acquisition proceedings for specified parcels. These formal procurement and statutory land steps provide meaningful preparatory action beyond the Cabinet announcement. However, neither completed civil construction nor an operating Ahmedabad–Dholera passenger service was verified. Equivalent rail connectivity receives credit regardless of technology or project name, but the promised operational outcome remains undelivered. The assessment is Partially Done with medium confidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Formal rail procurement and statutory land-acquisition proceedings are underway for a project that addresses the promised Ahmedabad–Dholera connection. The route is at the preparatory stage and an operating passenger service has not been verified; the government's announced completion horizon extends to 2030–31.
02 · Strength of evidence
Why medium confidence?
Cabinet records and the railway gazette establish sanction, alignment and statutory land proceedings. Credible reporting documents the EPC and pre-bid stage, but the full award, construction and operating records are not yet available. The project also uses semi-high-speed railway technology, so equivalent delivery is assessed by the connection it would provide rather than its label.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Award of the railway EPC contract and documented mobilisation or physical works
- Land acquisition and possession records, with verified progress along the full route
- Confirmed passenger-service commissioning date and stops serving Dholera SIR
- An official explanation of how the final railway replaces or implements the earlier light-rail proposal
