Our Assessment

Electric-bus services have expanded in Gujarat after the 2022 election, but the promised fleet and rural-to-urban coverage are not fully verified. GSRTC introduced electric services connecting Rajkot with Hirasar airport in September 2023 and launched double-decker electric buses on the Gandhinagar–Ahmedabad corridor in January 2024. The Union government subsequently reported 750 buses sanctioned for eight Gujarat cities under PM-eBus Sewa and spending on their depot and power infrastructure. Sanctioned buses are not the same as buses carrying passengers, and city-fleet totals do not establish services linking the promised small towns and villages. Operational additions demonstrate meaningful implementation, while delivery of 1,000 qualifying buses remains unverified. The promise is assessed as Partially Done.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why partially done?

Post-election electric services and supporting infrastructure show real implementation. The verified evidence does not establish an operational fleet of 1,000 buses serving the promised small-town and village links.

02 · Strength of evidence

Why medium confidence?

Official PM-eBus Sewa data establish sanctions and infrastructure expenditure; reporting documents GSRTC’s operational additions. Medium confidence reflects the absence of a consolidated deployment count and route list matching this commitment.

What would help us reassess?

The documents that could clarify delivery of this commitment.

  • A dated list of electric buses actually in passenger service, separated from sanctions and orders
  • Commissioning dates and post-election additions, excluding the pre-2022 fleet
  • Route and service-frequency records identifying small towns and villages connected to nearby urban centres

Status describes delivery. Confidence describes the evidence.
