Fulfilled by substance. The exact Youth in Governance programme name is not required where an equivalent recurring platform gives young people practical participation in governance and policymaking. GIPARD created the All Goa Model Youth Gram Sabha Competition during financial year 2023-24. The third edition was conducted from March 23 to March 27, 2026 and involved 707 participants, including faculty coordinators, from 20 colleges across Goa. Students researched and presented governance issues and performed model Gram Sabha proceedings, including roles such as presiding officer and secretary. The programme is recurring and provides structured exposure to local governance, deliberation and public decision-making. This substantively creates the promised platform for young policymakers and increased youth participation in governance. Status fulfilled.
