Partial. The two manifesto statements are merged because both require the same measurable delivery: construction and upgradation of sporting infrastructure capable of supporting national and international competition. Goa Budget 2022-23 provided Rs 49.97 crore in capital provision for sports infrastructure and recorded 11 major projects estimated at approximately Rs 187 crore. The 2023-24 Action Taken Report states that 18 minor and major sports projects were completed and that Goa successfully hosted the 37th National Games in October and November 2023. Goa also hosted major FIFA U-17 Women's World Cup matches in 2022. The 2025 Governor's Address cited successful hosting of numerous national and international sporting events as evidence of Goa's development as a sports destination. These constitute substantial infrastructure and event-hosting delivery. However, a January 2026 Assembly record shows that the revised State Sports Policy was still under preparation, while the current project register lists several large complexes and upgrades as under consideration, awaiting sanction, stalled or in progress. The broader objective of completed world-class infrastructure across Goa and sustained national and international sporting-hub status is therefore not fully established. Status partial.
