Partial. The promise requires a structured talent-identification programme covering all schools, followed by training and scholarship support for identified student-athletes on an Olympic-development pathway. An August 2024 Assembly reply records 115 coaches operating 175 regular coaching centres and additional athlete training at nine venues across five sports disciplines. It states that the Government's talent-identification Vision 2025 has been implemented and that financial assistance is provided to promising athletes. The attached Vision 2025 specifically provides for U-15 sports activities and tournaments for schoolchildren and intensive training for selected outstanding players, along with national and international exposure. These measures deliver substantive talent scouting, training and athlete support. However, no approved evidence confirms a standardised identification exercise in every Government and private school, a scholarship for every selected student-athlete, or a documented Olympic performance pathway covering the identified beneficiaries. Status partial.
