“In an effort to support the women of the state, we will enable Women Self-Help Groups to establish Annapoorna canteens for affordable food, short-stay homes for working women and shops across the state to exclu-sively sell SHG made products. Every GTDC Hotel will have these exclusive shops.”
Fulfilled for the Annapoorna canteen component. The Government of Goa notified Mukhyamantri Annapurna Yojana on 2023-10-05 for Women Self Help Groups to run canteens or provide catering services for government departments, corporations, agencies, autonomous bodies, institutions and boards. The Gazette says Women SHGs must provide freshly cooked, hygienic and nutritious food at affordable prices. The first canteen under the scheme was inaugurated at FDA, Bambolim in January 2024, operated by Om Shree Ganesh Self-help Group. The 2025 Governor's Address says 157 SHGs had been empanelled under the scheme and 9 SHGs were running canteens up to November 2024. This directly delivers the women-SHG Annapoorna canteen component.

We will establish a fast track court in the state dedicated to hearing cases pertaining to crimes against women and children and formulate a law to safeguard the life, honor and dignity of the women of Goa.
We will organise sensitisation programmes for upskilling of law enforce-ment officers and health professionals who deal with victims of crimes against women.
In order to ensure complete safety for women around the clock, we will create a comprehensive women's safety platform called Suraksha that will be connected with local police stations and women's helpline num-bers. We will ensure GPS tagging of all public transport and also equip them with CCTVs and SOS buttons.
