Fulfilled. The commitment is to create a policy and regulatory mechanism allowing utilisation of low-grade iron ore stacked in dumps across Goa. The Government of Goa notified the Policy for Regulating Iron Ore Dump Handling in September 2023. The policy expressly covers marketable ore, sub-grade ore and low-grade ore and provides mechanisms for handling and auctioning eligible dumps. The 2025 Governor's Address reported that 18 low-grade mining dumps containing approximately 52 million tonnes had been put up for auction. Directorate of Mines and Geology records also show continuing dump-auction notices and procedures through 2026. Since the commitment was to enable utilisation rather than complete removal of every dump, the regulatory and auction framework fulfils the promise.
