We shall double the number of annual tourist arrivals in the state in the next five years by harnessing the potential for inland tourism, medical tourism and promoting heritage and spiritual tourism, while augmenting the cur-rent infrastructure around adventure sports and beach tourism.

On track, but not fulfilled. The promise is to double annual tourist arrivals within five years while expanding inland, medical, heritage, spiritual, adventure-sports and beach-tourism infrastructure. Counting from the government start date of 2022-03-28, the five-year window runs until 2027-03-27. Government of Goa data shows tourist arrivals rose from about 79.61 lakh in 2022-23 to 88.46 lakh in 2023-24, and official tourism department figures report 1,04,09,196 arrivals in 2024 and 1,08,02,410 arrivals in 2025. This is strong growth, but still below a rough doubling target of about 1.59 crore annual arrivals from the 2022-23 baseline. Official sources also show concrete diversification activity through Goa Beyond Beaches, hinterlands, heritage villages, spiritual circuits, riverine experiences, sports tourism, homestays and tourism infrastructure/experience expansion. Status is on_track because arrivals and related tourism-development activity are progressing, but the doubling outcome is not yet achieved.
