Double Goa's annual tourist arrivals within five years

Goa has recorded substantial growth in tourist arrivals since the 2022 election, but the manifesto's numerical target of doubling annual arrivals has not yet been achieved. Using calendar year 2022 as the consistent first full post-election baseline, Goa recorded 71,87,950 tourist arrivals. Doubling this figure requires at least 1,43,75,900 annual arrivals. Official Goa Tourism data records 1,08,02,410 tourist arrivals in 2025, comprising 1,02,84,608 domestic and 5,17,802 foreign visitors. This is approximately 50.3% higher than the 2022 baseline and represents about 75% of the doubled target. The government has continued implementing measures intended to increase arrivals and diversify tourism. In February 2026, Goa notified the Inbound Tour Operators Incentive Scheme, providing performance-linked incentives for international charter flights from existing and new markets. Goa Budget 2026-27 provided ₹2 crore for the scheme, and international charter operations for the 2026-27 season subsequently began with connectivity involving markets including Russia, Poland, Kazakhstan and the United Kingdom. These measures demonstrate continued implementation toward increasing tourist arrivals, but the manifesto contains a fixed numerical completion threshold. Until annual arrivals reach approximately 1.44 crore within the promised five-year period, the commitment remains only partially delivered.
