Introduce a youth exchange programme with national and international universities

Goa University's Directorate of International Cooperation and Exchange reports approximately 20 memoranda of understanding with universities and institutions in the United States, Australia, Europe and South America, including collaboration in research and faculty and student exchanges. Goa University also operates exchange opportunities such as its Study Japan Programme and prepared a strategic plan in 2024 to expand internationalisation, collaborations and international student participation. These measures provide real university-linked exchange opportunities to a section of Goan youth. However, several exchange arrangements existed before the election, including the long-running Study Japan collaboration. No approved source confirms a newly launched statewide Youth Exchange Programme, systematic access for youth outside Goa University or collaboration covering both top national and international universities at the scale implied by the manifesto.
