Partial. The promise is to expand the self-employment scheme for Scheduled Tribes from Rs 10 lakh to Rs 25 lakh. Official GSSTFDCL material still lists the Self Employment Scheme at up to Rs 10 lakh for individual ST beneficiaries and up to Rs 15 lakh for ST associations, societies, partnerships, SHGs and companies. However, the same official material also records the Goa Tribal's Employment Generation Programme, notified before the manifesto and implemented through the ST Corporation, with loan support up to Rs 25 lakh for MSME, Rs 15 lakh for service enterprises and Rs 15 lakh for trading activities, along with 40% subsidy. Post-2022 disbursement data is recorded under this programme. This confirms a Rs 25 lakh ST employment-generation route, but not a clear expansion of the original Self Employment Scheme itself. Status partial.
