Our Assessment
Ongoing for the pension/welfare component only. Government of Goa Official Gazette notified the Goa Welfare/Pension Scheme for Seafarers, 2023, under the Office of the Commissioner for NRI Affairs. The scheme provides for sanction and monthly remittance of pension directly to the beneficiary bank account after scrutiny. This confirms an active seafarer pension mechanism, but does not confirm the separate Sailors Welfare Corporation or Rs 10 crore corpus promised in the manifesto.
