Broken. The promise was to not increase state duties on petrol and diesel for the next three years. Counting from the government start date of 2022-03-28, the promise window ran until 2025-03-27. Hindustan Times reported that the Goa government issued a notification raising VAT on petrol and diesel effective 2024-06-22, within that three-year window, with petrol rising by Re 1 per litre and diesel by Rs 0.35 per litre. PPAC, Government of India, lists Goa state taxes as 21.5% VAT plus 0.5% green cess on petrol and 17.5% VAT plus 0.5% green cess on diesel. Since state duties were increased before the three-year period ended, the promise is marked broken.
