Our Assessment

On track, but not fulfilled. The commitment is evaluated by substance rather than requiring the exact project name. Goa Budget 2025-26 introduced tax incentives, including a State GST rebate, stamp-duty exemption and waiver of processing charges, for investors establishing qualifying hospitals in hinterland talukas to promote medical-tourism infrastructure. AIIA Goa also entered into institutional collaboration with the Goa Tourism Department for wellness and medical tourism. The 2026 Governor's Address formally proposed development of the New Mopa Ayush City at Mopa, Pernem, over 93.14 hectares, with the vision of creating a world-class Sports and Wellness City. The proposed Ayush and wellness city is substantively related to the promised Medical Tourism and Wellness Park and constitutes concrete government movement. However, no approved source confirms a PPP concession or partner, project DPR, project-specific funding, tender, construction or operation of a dedicated Medical Tourism and Wellness Park. The general aspiration of turning Goa into a model healthcare state is not separately scored. Status on_track.
