Partial. The commitment requires comprehensively equipped first-aid care centres distributed across Goa's beaches, with the intended result of reducing emergency-response time. The official beach-safety inventory confirms large and small beach stations, first-aid boxes, CPR masks, automated external defibrillators, oxygen cylinders, spine boards with head immobilisers and Mobile Medical Stabilisation Units including paramedic staff. Procurement records show repeated additions of emergency and rescue equipment after the 2022 election through 2025. These resources provide meaningful first-response and medical-stabilisation capability for beach users. However, the inventory does not provide a beach-wise list of fixed first-aid care centres, confirm that every major beach has a comprehensively equipped centre or demonstrate the promised coverage across Goa's beach network. Mobile units and equipment at lifeguard stations constitute partial equivalent delivery but do not establish the complete fixed-centre commitment. Status partial.
