Delivery is evaluated by the substance of establishing a major cancer research and treatment institution, not by whether the completed project uses the exact manifesto name. The official Action Taken Report for 2023-24 states that Goa decided to develop a State Cancer Institute instead of the earlier Tertiary Care Cancer Centre proposal. Revised plans and drawings prepared by the Tata Memorial Centre team were approved, and HSCC was directed to proceed with drawing approval and tendering. Goa Budget 2025-26 subsequently reported that construction of the cancer institute had started with Tata Memorial assistance, at an estimated project cost of Rs 217.50 crore. The 2026 Governor's Address continued to report that the state-of-the-art Goa cancer hospital was being developed with Tata Memorial Centre. A separate Integrative Oncology Research and Care Centre has also been inaugurated at AIIA Goa in collaboration with the Government of Goa and ACTREC-Tata Memorial, providing operational research and integrative-care capacity. However, this narrower facility does not by itself complete the full promised institution, and no approved source confirms that the State Cancer Institute has been completed and made operational for patients across Goa.
