Goa Tourism Policy 2020, which predates the manifesto, already provided for facilitating international convention centres and marketing Goa as a MICE destination. A 2025 Department of Tourism roadmap mentions a proposed 20,000-seat Mega Performance Arena at Mandrem designed to host international concerts, conventions, cultural shows and entertainment events. However, no approved source confirming that Goa has become the MICE hub of Asia, or that the promised MICE hub/convention infrastructure has been completed or operationalised after the 2022 promise, was found.
