On track, but not fulfilled. The promise is to provide a comprehensive package of incentives for female entrepreneurs, especially in the tourism sector. Goa Startup Policy 2025 includes a Women Entrepreneur Vitality Scheme and dedicated mentoring/funding support for women entrepreneurs. The Directorate of Industries, Trade and Commerce lists additional benefits for women entrepreneurs. In tourism, the Department of Tourism's Homestay and Bed and Breakfast Scheme is officially described as opening economic avenues and fostering women and youth entrepreneurship, and Goa Tourism's 2025 official material says Rs 2 lakh grants were given to women owners under the Homestay and B&B framework. This confirms concrete incentive and support activity for women entrepreneurs, including tourism-linked women owners, but does not prove a fully comprehensive package or a drastic increase in female workforce participation.

In order to ensure complete safety for women around the clock, we will create a comprehensive women's safety platform called Suraksha that will be connected with local police stations and women's helpline num-bers. We will ensure GPS tagging of all public transport and also equip them with CCTVs and SOS buttons.
We will establish a women-only police station in every Taluka in the state, as part of the effort to reduce crimes against women and promote ease of access to law enforcement offices.
In order to empower the female-run SHGs of the state, we will provide female volunteers of SHGs in every village of the state with free smart-phones to integrate them into the Sarkar Tumcha Dari scheme.
