Equivalent technology-enabled intensive-care beds and continuous specialist support at every Urban Health Centre and Community Health Centre would count. The DHS Citizen Charter records four Urban Health Centres and six Community Health Centres. It confirms attached hospitals and specialist services at CHCs, while government reporting confirms e-Sanjeevani teleconsultation activity. However, ordinary specialist consultations, telemedicine or referral arrangements are not equivalent to e-ICU beds.
