Fulfilled. The promise is evaluated by the substantive genetics services provided at Goa Medical College rather than requiring the exact manifesto title. Official records confirm that a Medical Genetic OPD is established at GMC Bambolim and provides genetic counselling concerning inheritable disorders. The separately budgeted Medical Genetic Unit collects samples for genetic testing and diagnostic analysis and had a specific Budget Estimate of Rs 11 lakh in 2023-24. The Economic Survey 2024-25 records that 545 patients were screened for genetic disorders, of whom 210 were found positive and provided necessary treatment and counselling. Together, the operational unit provides substantive diagnosis, preventive counselling and treatment support for genetic disorders. Use of an external specialist laboratory for some tests does not negate establishment of the functioning GMC unit. Status fulfilled.
