Substantive action taken. On 20 April 2025 the government flagged off 1,111 GPS-enabled water tankers for the Delhi Jal Board, enabling real-time tracking via a dashboard/app, framed explicitly as a measure to dismantle the so-called tanker mafia and end leakage in distribution. The CM described it as a transitional step pending full piped-water connectivity. The mafia is not "eliminated" in absolute terms, but concrete anti-diversion measures are operational.
