CBI/ED liquor-policy probe, loss recovery and a new transparent excise policy

Mixed delivery. Investigations into the 2021-22 excise policy by the CBI and ED — which predate this government — continue, and the CAG report on the policy (about ₹2,026 crore loss) was tabled in the first Assembly session, with the Assembly’s Public Accounts Committee taking it up. But the pledge’s other elements are incomplete: there is no confirmation of full recovery of the alleged revenue loss, and the promised new, transparent excise policy has not been implemented — the government has instead repeatedly extended the existing duty-based, government-run regime (for 2025-26 and again for 2026-27) while a new policy drafted by a committee under PWD Minister Parvesh Verma remains in progress.
