We will cooperate with the CBI and ED for a time-bound investigation of the AAP-DA’s liquor policy, ensuring that the guilty leaders are punished and the revenue loss from this scam is fully recovered. Additionally, we will end the current liquor licensing policy and implement a new, transparent and accountable policy.

Investigations into the 2021-22 excise policy by the CBI and ED — which predate this government — continue, and the CAG report on the policy (about ₹2,026 crore loss) was tabled in the first Assembly session, with the Assembly’s Public Accounts Committee taking it up. But the pledge’s other elements are incomplete: there is no confirmation of full recovery of the alleged revenue loss, and the promised new, transparent excise policy has not been implemented — the government has instead repeatedly extended the existing duty-based, government-run regime (for 2025-26 and again for 2026-27) while a new policy drafted by a committee under PWD Minister Parvesh Verma remains in progress.
