Investigations into the 2021-22 excise policy by the CBI and ED — which predate this government — continue, and the CAG report on the policy (about ₹2,026 crore loss) was tabled in the first Assembly session, with the Assembly’s Public Accounts Committee taking it up. But the pledge’s other elements are incomplete: there is no confirmation of full recovery of the alleged revenue loss, and the promised new, transparent excise policy has not been implemented — the government has instead repeatedly extended the existing duty-based, government-run regime (for 2025-26 and again for 2026-27) while a new policy drafted by a committee under PWD Minister Parvesh Verma remains in progress. We will prioritise the filling of all the vacant positions for judges in the district and sessions courts.
We will create a special fund to improve judicial infrastructure — upgrading court buildings, increasing chambers, expanding fast-track, commercial and family courts and Lok Adalats, providing smart libraries and facilities for lawyers and staff, and launching dedicated fellowships for law graduates from SC, ST, EWS and OBC communities.
