Partly addressed via a different route. The government has highlighted a large regulatory-assets/debt overhang owed to the city’s discoms (cited at ₹27,000 crore and later ~₹38,000 crore), and after the Supreme Court’s August 2025 direction the DERC moved to appoint a CAG-empanelled firm to audit how the discoms accumulated these assets. However, there is no dedicated probe specifically into "increased electricity bills for domestic consumers"; if anything, tariffs are expected to rise from April 2026 to clear the dues (with the government signalling subsidies to cushion the impact). Marked partial.
