Partial, with an important caveat on framing. There is a time-bound process and an investigation under way: on 6 August 2025 the Supreme Court directed time-bound recovery (over four years) of the discoms’ accumulated regulatory assets and ordered a detailed audit of how those assets built up, after which the DERC moved to appoint a CAG-empanelled firm to conduct it. However, the manifesto’s framing — "₹26,000 crore owed BY DISCOMs TO the Delhi government" — runs opposite to how the dispute actually stands: the regulatory assets (₹27,000–38,000 crore) are amounts recoverable BY the discoms (ultimately from consumers/tariffs), not money the discoms owe the government. So while a time-bound recovery and audit exist, they do not match the promise as worded. Marked partial; figure/direction noted as contested.
