Framing commitment rather than a discrete, measurable promise — catalogued for completeness. In practice most existing welfare schemes have broadly continued, with several enhanced (pensions raised, Ayushman Bharat added), and anti-corruption action is underway (see the SIT / zero-tolerance entry). At the same time, some flagship schemes have been restructured or wound down in their earlier form — most notably the transition of Mohalla Clinics toward Ayushman Arogya Mandirs, which the opposition characterises as closures. With no single measurable deliverable, this is tracked as a governance commitment at low confidence.
