Delhi signed an MoU with the Centre on 5 April 2025 to implement AB-PMJAY, began distributing Ayushman cards from 10 April 2025, and announced 1,139 Ayushman Arogya Mandirs (₹1,749 crore approved) plus 400 health and wellness centres under PM-ABHIM. The Arogya Mandir network — the primary-healthcare infrastructure promised near JJ clusters — is under rollout rather than complete as of the research date. Distinct from promise-bjpdel25-ayushman-poor, which tracks the ₹5L+₹5L insurance cover; this promise tracks the clinic infrastructure. Marked partial.
