e-Shram provides identity cards for unorganised workers, and Uttarakhand labour systems/BOCW registration exist; however, a distinct Labour Welfare Board special-ID programme for all unorganised labourers is not separately verified. The identification-and-benefit-linkage objective is substantially underway through e-Shram/labour registration, but the exact state-board route is not fully evidenced. Budget: Registration/digital platform support exists; no special-ID card allocation isolated.
