Our Assessment
NBCFDC and state/channel-partner style concessional finance for backward classes exists, but I did not verify a new Uttarakhand Backward Classes Welfare Corporation with a Rs 50 crore corpus. The OBC employment/finance objective is partly served through existing backward-class finance mechanisms, but the promised state corporation and corpus are unverified. Budget: Concessional credit exists; no Rs 50 crore state corpus found.
