Uttarakhand social-welfare pensions use online portals, DBT and Aadhaar seeding lists, but I did not verify an AESD layer that automatically enrolls every senior citizen into all applicable welfare schemes. The digital/DBT infrastructure exists, but the promise required automatic all-scheme access for all senior citizens; current evidence supports partial digitised delivery, not automatic entitlement discovery and enrollment. Budget: Administrative/digital delivery support exists; no AESD-specific allocation isolated.
